The idea is to stop Instagrammers from getting spammed or harassed by providing the customization option. To enable this feature, users can simply go to privacy setting where there will be a drop-down menu with a lot of other options including comments, tags, mentions, story and activity status. On selecting the mentions settings the user will have three options including allow @mentions from "Everyone", "People you follow" and "Off".

By providing all these options, Instagram is educating people to understand that not all the mentions we receive are important.
